Integrity / Final Disciplinary Action Decisions

A Disciplinary Action Guide is a simple overview of the Commission's disciplinary action process. It includes information on the Commission's regulatory powers, the process that is followed for prohibited substance and conduct matters, information on interim disciplinary action, the Commission's decision-makers and the appeal process.

The Compliance and Enforcement Explanatory Guide provides a comprehensive explanation of how the Commission goes about its regulatory role, including its approach to taking disciplinary action against non-compliance by greyhound racing industry participants.

The Commission has also developed Penalty Guidelines to provide advice to participants about the possible penalties that may be imposed after an offence is proven.

Participants are reminded that anyone dealing with or associating with a disqualified person may be in breach of the Racing Rules and subject to disciplinary action.

From 1 May 2022, an updated version of the Greyhound Racing Rule came into effect and the numbering of rules has changed. For example, rules relating to prohibited substances are R141 and R142. A rule number index that compares the previous rule numbering to the current rules can be found here.

Bonner, Paul Rule 86(ac), 86(o) and 86(x) Charge 1 - Participant paid for a greyhound to be served by artificial insemination without the greyhound having been granted the necessary exemption to be bred from.
Charge 2 - Participant removed a greyhound and her litter of pups from the premises that they were located at, prior to the litter being ear branded, microchipped or vaccinated.
Charge 3 – Participant removed a greyhound and her litter of pups from a premises prior to the litter being ear branded, microchipped or vaccinated.
Charge 4 – Participant relocated four (4) greyhounds from a premises without notifying the Commission that he had done so.
Charge 5 – Participant submitted three (3) whelping notices that included a false statement regarding the whelping location of the respective litters.
Charge 1: Charge withdrawn;
Charge 2: Suspension: 12 weeks, wholly and conditionally suspended for a period of twelve (12) months;
Charge 3: Suspension: 12 weeks, wholly and conditionally suspended for a period of twelve (12) months;
Charge 4: Fine $800.00;
Charge 5: Disqualification: 16 weeks.
With,
- the period of disqualification for charge 5; and
- the periods of suspension for charges 2 and 3 (which are wholly suspended) to be served concurrently. Participant’s disqualification will commence at 12:01am on Monday 23 October 2023 and expire at 11:59pm on Monday 12 February 2024.
